Executive Director Dr. Marshall Whitmire

Dr. Marshall WhitmireIn addition to his role as SEDI’s Executive Director, Dr. Whitmire has been owner and Managing Director of RCI Surveys, Inc. since 1997. He has served client organizations in more than 50 countries and managed survey research projects in more than 30 languages.

Marshall Whitmire is a seasoned professional with broad experience in planning, organization development and administration in a wide variety of educational, governmental, for-profit and not-for-profit settings. He has designed, executed and collaborated on complex projects in the US and internationally and made hundreds of presentations to organization, community, government and executive groups.

While earning his doctorate (1985) in higher and adult education, he served as Director of Education for St. Luke’s Hospital Medical Center and Corporate Director of Organization Development for Combined Health Resources, a multi-hospital system. He then served as Manager of Organization Planning and Development for Salt River Project, a large power and water utility company.

Dr. Whitmire has made presentations at national meetings of the American Public Power Association, Society for Human Resource Management, and American Society for Training and Development. From 1987-1990, he designed and implemented executive and management development programs for the Ministry of Public Works and Water Resources in Cairo, Egypt.

Marshall Whitmire has worked professionally in human, organization, and community development for more than 40 years and has lived in Arizona since 1958. He is married to Jane who is completing requirements for a Ph.D. in Politics and International Affairs at Northern Arizona University in Flagstaff.
