Actions in Progress : Remove Barriers to Success

Home-based industries and micro-enterprises face significant difficulties in finding affordable housing and health insurance for themselves and their employees. Zoning and licensing processes that regulate home-based entrepreneurship can be difficult to understand and to navigate.

The SEDI Home-based Industries Action Team is working on the following action steps:

  • Compile and disseminate regulatory requirements and information related to home-based industry in all areas of Coconino County (see Information on Business Permits, Licenses and Registrations).
  • Compile a list of affordable housing options and opportunities for home-occupation businesses and cottage-based industries, including off-site housing that can be used as employee rentals.
  • Research Coconino County, City of Flagstaff and other government guest house/accessory living quarters codes and regulations to determine whether unreasonable or inappropriate barriers exist that discourage or prohibit rental to employees.
  • Identify and contact insurers such as the Healthcare Group of Arizona to coordinate with SEDI to research and disseminate information about health care options for entrepreneurs and small businesses (see Health coverage for micro-businesses).
