Actions in Progress : Land Policy

Existing land policies tend to undervalue open space as a community resource. SEDI seeks to change policies and procedures at the county and state levels to increase opportunities to protect rangelands, watersheds, and other high-value landscapes.

Action steps include:

  • Research and encourage Coconino County to adopt a Transfer of Development Rights (TDR) ordinance to protect open space (e.g. rangelands, watersheds) by allowing transfer of development rights to growth-appropriate areas.
  • Research and encourage adoption of state tax incentives to support conservation of land with sustainable natural resources (e.g., the Colorado Working Landscapes model that uses transfer of state tax credits to support conservation easements).
  • Research and encourage adoption of a property tax rate that supports the conservation value of land.
